Farmall H motor lunges during bush hogging

I have a great running 1951 H that has been converted to 12volt.

the tractor does not seem short of power but mowing a rough horse pasture the motor kept varying it speed, quite rapidly... my guess is the governor or carb.

It only does this when using the pto, it did it at mid throttle and at full throttle. however, it does not do this lugging a big load from the drawbar.

My fear is that I'm overloading the tractor.
 
It could have water or trash in the bottom of the carb bowl. It could also have a broken wire causing rough ground to allow ignition failure. Jim
 
Could be several things but sounds like you are describing governor surge. Sometimes caused by the fuel mixture a little off or the governor and linkage. With a real sensitive governor its easier for it to happen.
 
this tractor will idle up a little if you use the steering wheel to help yourself on or off the tractor. the linkage to the governor seems tight..

My guess is that the problem is ALL in the governor.
 
I was meaning check the linkage inside the governor and throttle tube for free movement and excessive play along with other parts that move to change the throttle opening.
