No spark Farmall H, 6volt, neg ground

Does the voltage regulator control spark? I've replaced points, condesor,Plug wires,plugs. Did not replace rotor and cap, they seem fine alittle grey color on inside of rotor cap. I've replaced the 6 volt coil.
 
In a word, NO.
1. Check inside the distributor to see if the condensor wire is touching ground.

2. Remove the coil wire from the cap center hole and hold it about a 1/4" from metal ground. With the switch on and points closed, use your fingernail to "flick" the points open several times. You should observe a bright blue spark from the coil wire air gap.
Many times the points need cleaning to make a good connection.

The Voltage regulator isn't the cause of no spark. If you work through my Ignition Troubleshooting Procedure it can help find the problem. Most common causes are points that are burned or oxide coated which a cleaning may cure, check the points and gap first then work my procedure...
