IH 434 brakes

Can anyone tell me what the thickness- tolerance would be on the brake discs. I have removed discs, plates, ball bearing and springs cleaned and freed everything, reassembled but do not have any braking occurring. Wondering if the discs are just worn to thin. They look likes there is lots of material left. Sorry didn't measure them but will once I have a new thickness to compare to.

No just picked her up. 1970 by the serial. Didn't take any glaze off the disc but did cleanup the surface of plates, case and tractor.
 
Hi, if a previous owner replaced the brake
disks without machining or grinding down the
outer circumference of the brake disk the new
disk could be riding on the out wear rim on the
metal surfaces. The other is to take the glaze
off the disks with a wire brush or wire wheel.
If you have cleaned the rollers and ramps and
all the springs are good the brakes should
work.

If it's all clean and there is material past the rivets they should
work ok.
Make sure the balls, springs etc are all clean between the
activating plates. one old trick is to put a slightly larger ball
bearing in. Takes up some of the wear, and changes where the
balls run in the ramps. may be worth a try.
People complain about the 434 brakes, but they work ok if
they are set up correctly.
