Farmall M Governor Installation Issue

I recently changed the engine in my 1950 M and am in the process of reassembling. For some reason, I can't get the governor put back in. The gears won't mesh even though the governor gear is free to rotate and the engine has been spun over to move the gear under the front cover. I've also tried tapping the governor with a hammer to get it to go in but it didn't help. Am I missing something - shouldn't the gears mesh without a problem or is there a special method of installing it? I did have all the gears off under the cover since I had to change out the plate behind them. I had to use the plate from my old engine to get the hydraulic pump to fit as the bolt hole spacing must be different for different year M's. Any help with this issue would be appreciated.
 
John, does the idler gear appear to be square with
the front plate? If the pin on the back side of the
idler gear shaft is not in the hole, this could
possibly be the cause. If everything looks ok maybe
try taking off the governor side plate and turn the
weight shaft as your putting the governor in
place. Bob
 
Yes, I made sure the gear was square when I tightened the bolt and that the pin went into the hole. I will try your suggestion.
 
I suspect it is just tolerance stack up between different plates and covers. My own M gave me a lot of crap getting governor back on. The hole was just barely large enough for gear and the idler would interfere even with teeth meshed but it did go together. The block had been replaced previously so not factory original. I believe the blocks were cast in foundry in France and IH had a fire sale on blocks when closing the foundry and I suspect slight variations in casting.
 
I got it installed! Took the cover off the side of the governor and rotated the gear back and forth several times and it went in. I agree, there must be a tolerance stack up issue.
