F20 pressure plate finger adjustment

The diagram shows an assembled unit. Is the 3 and 7/16 the height of the fingers when it is assembled? Or is it to be measured when there isn't any pressure on them? With the pressure plate sitting by itself the height was 4.103. If I assemble it the fingers will not be extended as high, but how do you measure it when there is a step in the flywheel and a clutch disc in the way.

I'll try to explain this so it makes sense. You have to tighten bolts in the threaded holes in the plate to compress it to get your "A" measurement first. (you do this on the bench) Then you adjust the fingers to the correct height.
