Need help understanding how the hydraulic pumps get oil into them. Looks like pumps take suction from tube that goes to the filter. How does oil get into the filter since the oil level in the reservoir is below the inlet to the filter? Also, operators manual says reservoir should take 10 gal of Hy Tran oil but at 7 gal the oil already comes out the oil level plug under the left foot pad!!

My problem was pumps lost suction after a minute or 2 of running but would work again if I stopped the tractor and let it sit for a few minutes. I am replacing all the seals and gaskets on both the pumps and filters!
 
The oil is provided to the filter and pump via a supply tube that goes past the front half of the rear end and draws the oil from down near the bottom of the bull gears.

As for loss of oil, my first suspicion would be similar to yours, seals, etc. Could be filter plugged, could be something in the transmission blocking the suction tube, etc
