Is there supposed to be a spacer between the oil filter and the lip on the retaining bolt that holds the assembly together? I put the oil filter cartridge on the engine and ran the bolt down without the oil filter cover and noticed I have about a 1/2 inch of up down movement on the filter. If I put the cap on and tighten the bolt it tightens the cover down tight which leads me to believe the filter can move up and down when the assembly is together. Is there supposed to be some movement of the cartridge in the case?
 
As Bob said, you need the right sized element for your canister. Given that, I think you will find the upper edge of element reaches the canister. Try sticking the bolt through the canister and slide the element in. The lower end of the element will project far enough to engage the engine block.

I'm pretty sure I have the right one , I believe the short one is a few inches shorter and mine is only1/2 inch short. I tried putting the cartridge and cover on without the bolt and I could move the cartridge around a little. It sits down in the hole but it seems only gravity is keeping in down and could move up about 1/2 inch..
 
It really doesn't matter if it can move some, as long as the lower end remains engaged (even a little bit) in the block. Wish I had one in hand to take a closer look at.
 
Thats the way they are and have been serving their purpose for 60 plus yrs there is nothing ewrong weith what you have cause if you had the tall filter used on the early ones you would have more than 1/2inch play install the filter in the base then put the bolt and cover on and it will be ready to go.
 
Don't forget, the top of the canister is rounded not cylindrical
so it will push down on the filter all the way around its outside
lip. I've never considered checking the filters on my letter
series - I just order the number and slap it in there.
 
The filter is designed to be installed into the base first. As you push it down it will be a slight interference fit so it will stay in place. The center of the upper end of the filter is an interference fit with the filter bolt. If the filter is not installed into the base first but rather on the bolt the oil will be able to pass under the filter rather than through it.

Okay, I will just push it down a little before I put the case back on. I had low oil pressure from a blown pump gasket and while I'm at I figured I cover all the bases even though the cartridge wouldn't affect oil pressure. Thanks
