47 Farmall Cub

My friend has a 47 Farmall Cub and it will only fart once and then not run. Pulled the carb apart - made sure it was clean and the float was working. The spark indicator shows spark - made sure the cap was dry and cleaned the electrodes. Checked the spark plugs and they are dry - appeared to be firing. Tried ether and it has the same results. Thoughts -
 
Put in a brand new set of plugs, been there and done that and that is what it was the plugs and they only had a couple of hours on them..
 
remove breather tube from carb. hold your hand over the breather hole on the carb while someone cranks the engine. if you have a good suction, wet a small rag with gas and hold it near the carb hole, while someone tries to start the engine. let us know what happens.
 
I use a pop bottle with a real small hole drilled in the cap, it squirts a nice small stream of fuel. I use it all the time to diagnose a fuel vs electrical problem. Squirt a little in the carb and turn it over, if it starts you can use the bottle to keep it running but don't over do it. If it won't run its probably an electrical issue.

I use this trick to start my tiller every spring, it never wants to start on its own but a minute or two of "bottle feeding" and then she's good to go for the rest of the season.
