560 D slow revving????

Got the 560D out today going to take it to our local tractor show
Wednesday, started right up, usual smoke, hasn't been run since
last year!!! Run ok except when you pull throttle down its slow to
gain RPMs!! Noticed it a little last year but naturally forgot about it
till now!!! I cracked injectors lines one at a time just to check for
air, no air but definitely would drop that cylinder until tightened
back up!!! I changed fuel filters and cleaned sediment bowl and
bled system, didn't help!!! Tractor hasn't much run except for
parades and going to shows in last 10 yrs but always ran good!!!!
Put fresh Diesel in it too!! Any ideas?????
 
The pump metering valve may be sticking. When at high idle does the engine want to under run low idle speed, or even die on deceleration? If so the valve is sticking. May also be the retainer ring inside the pump failing, plugging the return line check valve in the bottom of the fuel tank. Test by letting fuel leak out of the housing with the timing cover screws loose, if it revs OK then the pump needs serviced before the retainer pins shear off, locking the head/rotor and breaking the drive shaft.
 
Also noticed while cracking fuel line at injector while running there doesn't seem to be much fuel pressure!!! Engine runs fine once reaches it throttle setting, comes back to idle as normal!!!! Have never mess with injector pumps much, where is timing cover screws???
 
Pump timing cover plate is rectangular with two screws on side of the housing, just below the shutoff lever. See how it runs with it loose so fuel can leak out, if better the pump needs work.
