656 Hydro won't move

I recently acquired a 656 hydro that won"t move. It was in that condition when I got it.

I have the manuals for the hydro and have been reading and testing. The good is the hydraulics, PTO and steering all work. First thing I changed both hydraulic filters and topped off the fluid. Next I capped the 2 lines going to the control valve and it still would not move. Charge pump pressure at the valve body was 195 psi servo pump pressure was 375 psi. Servo pump pressure was slightly below specs of 390psi.

I have never been into a hydro before so lacking experience here. Any good ideas as what to check next. Thinking next step is going to be checking the relief valves?
 
Next step would be to inspect the relief valves and the steel lines that connect them to bulkhead fittings through the case.

Either valve stuck open or a leak in the steel lines could cause a no drive condition.

Does it try to move at all?
 
Can you hear any change (however subtle) in the engine sound when you push the lever forward in either range?

No loading on the engine when moving the lever forward or reverse. Tractor does not try to m ove at all. No noise at all from the transmission.

Will check the lines internal to the transmission and valves hopefully tomorrow.
