did you get that grader running yet? had another thought for ya. i have a very late farmall m, '52. the tractor would only start with the throttle shut all the way down and absolutley no choke. no amount of adjusting on the main load screw would make any difference. always ran rich. had the carb apart several times and all seemed good. finally this spring i had enough and took the carb apart again and gave er a good lookin over. closed the main load in as far as it would go, and discovered it was too short to close the seat. somebody in the past put a different main load screw in the carb. dang thing was running full fuel all the time. ordered an new one and the tractor runs like it should now.
 
Have not been back to look at that grader. But I do know the main jet is closing all the way I made sure of that plus I did try a 2nd carb to rule out a carb problem. I will almost bet it is the plugs
