Farmall h won't idle up

I have a 1948 farmall h it won't high idle all the way, at full throttle on the lever I have adjusted and reset governor etc. cleaned carb etc. been through a lot and no fix any ideas would be much appreciated! Thanks
 
Need more info...Did it do this just 'out of the blue'? Or did it do this AFTER the carb was off or some other work just done?
 
I agree with Delta.
If the linkage from the hand lever is pulling the governor arm all the way, and the tab is in the slot where the governor tube mates to the carb, it must be the governor with the issue.
Be sure the above is correct first.
We still need to know if it is a misfire and bad running, or no response to lever movement. Jim
 
Thanks for replies, tractor was a restore project last year tore motor down and clean and put back together, timing was double checked to be right, slot is correct in governor tube, tractor has always ran smooth with no problems other than this, there is a lot of play in the hand lever linkage where the hand lever rod goes to adjust, the two springs on either side look pretty worn and not much spring left in them would that make a difference in throttling up? I've pulled governor cover off and looked at everything running , and high idle is no where near its normal stop, this has been going on for
A while I don't remember if it has ever throttled up right or not
 
The Hand lever linkage is the first place to check. I would take the rod off of the lever on the back of the governor. Start the tractor and move the curved lever through its full range. The engine will go from idle to full governed RPM when doing this. (it can't overspeed, your hand is just acting like the hand throttle). If it works fine and the RPM change from idle to fast seems correct, the issue is the linkage condition/adjustment.
The springs on the pivot linkage at the cylinder head are sometimes the problem. coupled with wear, the one that pushes the rod to increase speed can compress easily and not allow the governor arm full high speed travel. The The governor curved lever should be at full high speed travel when the hand lever is in the next to last notch rearward. The spring (in that direction should be compressed a little, then mre when the hand lever is put in the last notch.
If it compresses too much, get a hard ware store spring a little stiffer and use that. (It will not cause overspeed, again you are not messing with the governor.
