I 560 D with over center PTO clutch

My 1963 I 560 has the over center PTO and my problem is adjusting the lever to lock in the quadrant to shut it off. The PTO stops at that position but the button controlled lever will not fit in the groove of the stationary plate to the right of the lever. What am I missing.
 
I"m pretty sure that"s the same as a 400 pto or similar. I"ve had grease and crud build up under the pawl that kept it from engaging the notch all the way. I also had a rounded off notch which I built up with weld and ground down to square again. I"m thinking that might be where to look.
 
I can not see a good reason for it not to lock in the shut off position unless the rod is totally out of adjustment. You do realize the lever does not lock in the engaged position, right. The lever just floats. I have seen some people adjust the linkage so lever locks when engaged and in that case the lever will be totally out of wack in the disengaged position. It should have about half inch or 5/8th inch of tension in shut off. In other words, you feel the internal brake compress the springs inside when the pawl is that far from the notch toward disengage. Also, nice snap when going over center to engage.
 
Everything seems to work as it should, just before lock position you can feel the compression and the pto stops. There is a snap but not like I would expect from using other over center clutches. The button and rod seem to work correctly, I have had them apart and cleaned the rod and channel; after looking tonight I may have to cut the notch for the lock deeper. Thanks for the reply.
