This bolt was broken off when I got the cultivators. It is on the right hand side and I can not get it out. I have tried heating, beating and a chisel. Is it threaded all the way through? The left side was not threaded and came out fairly easy. Any help would be appreciated. Oh yea a grinder will not make it in there.

I"d recommend a series of left-handed drill bits, starting small and going bigger. If it"s threaded, it will likely unscrew with the bit when you approach the diameter of the threads. If it"s not threaded, there"s not really much you can hurt. You can get the bits at a good hardware store or at the popular online auction site.

According to my machinist there are special welding rods that you can get that will allow you to weld a not her bolt to the broken one so as to assist you with the removal. He also says that the welding heat usually breaks the rust loose
 
The pictures aren't clear to me.

Is the the head of the bolt in the first picture?

I would start drilling with NORMAL drill bits from the hole in the second picture, if you haven't hardened the bolt so much now that you can't drill it. Start small and work your way up.

If you can, clamp it down in a drill press or vertical mill to do your drilling.
