656 Throttle Friction Disk

Does the throttle lever just slide off its shaft to get to and replace the disk? I'm currently having no luck budging it after removing the but. It's a 1967 International 656 utility. It won't stay at full throttle, only about 1/3.

I have the same problem with my 656 and i have tried to remove the throtle lever but im going to have to remove the steering wheel first and that can be fun also. Let me know if you find an easy way to do it. Erik..
 
It is supposed to pull off splined shaft. No pins or anything holding it on. Make double sure the balance spring on the lower end of shaft is there. They often break and are lost. Without that spring even a good friction disc will not hold governor fully open.
 
I'll break out the torch and heat up the lever. Spring is there and looks to be in good shape. I'll report back. New disk is already ordered.

Rented a "front end service set" from Advance Auto and used the pitman arm puller and tie rod end spreader to pull the lever up off the shaft without having to remove the steering wheel (simply needed a way to pull straight UP on that lever). Just need to be more careful of the threads in the future, I had to clean them up with a die. Heated cherry red the evening before and sprayed PB blaster on it after so that may have helped with the pull as it didn't fight too hard, but still definitely needed the puller tools.

Installed the new $20 disk but opted to make a new spring form a generic $5 7/8" spring from Rural King (CNH wanted $34). Throttle seems to work well now. Throwing the TA in 5th wide open and it doesn't pull the throttle back down. Will be baling with it soon so we'll really see.
