IH 2404 weak/ no power steering

I picked up a 2404 with loader. The power steering work barely if you turn the wheel slowly/ lightly. If you turn it fast/ sharply there is no PS and turns VERY hard. It has a slave cylinder that push/ pulls on the tie rods. This is the first industrial type tractor I have had. It has a direct drive pump on the front of engine. I assume this is for the loader. The loader is super fast and powerful. The right side of the engine by the distributor seems to have some sort of pump. (tough to see with loader frame there) Is the just for the steering or other things. It has no 3 pt. Any insight on this type system?
 
that is a pump on the side of the engine, it powers the steering, three point, and remote hydraulics if you have that. just behind the pump there should be a oil filter for the system, try changing that and also check the oil level in the trans because that is where the pump pulls its oil from. the oil level plug is on the left side just behind the rear axle, its a small plug. use hy-tran in the transmission. Also check that the spring in the priority valve is not broken or collapsed.
