can I adjust my governor for 10% over rpm?

Can I just adjust my governor or do I need to get different springs? I have a manual but I didn't know if it would go that far.

Depends on what tractor you are talking about, but if it's an H, M, or similar, yes, you can adjust the governor without replacing the spring. Just remove the cover and take a look. You'll see what needs to be done.
