IH 184 wheel removal / radiator cap

Still trying to get the steering wheel off my '78 model 184 Loboy. Been hitting it with penetrating oil & a puller for last 24 hrs. & now a little heat from a heat lamp. If I understand this correctly this is a straight shaft with a key & not threaded on.

I don't want to put a torch to it because the wheel's coating is in decent shape, plus the fuel tank is only inches away.

Any ideas?

Also, the radiator cap on this tractor came to me rusted over but the long chrome trim piece on top looks fine. Anyone know if the cap was painted red or not?

Easy things first. Red.

I use a Harbor Freight Bearing separator with a puller. Get some tension on the puller and give the puller a sharp smack with a hammer. Not a sledge hammer with full force. You just want to shock it loose, not drive the steering shaft through the gear box.
