B414-BD154 Head gasket

Coolent foaming after short time from start up Retorque the head ,restarted engine ,redused foam to some bubbles, pulled the head, cleaned uphead and block deck,checked for cracks, none,noticed helli-coils in bolt holes,tried a couple of head bolts in the holes ond noticed that they were sloppy,not snug fit,is this normal?
My parts, short block done a good auto machine shop,I finished the rebuild,roughly 200hrs on it,should head have been retorque after brought up to operating temp.
Did this on double breasted yamaha's(D.D.'s) but not jd's or case's.
