farmall cub won't start

Hi, My father in law passed away and gave his 1959 cub to my son. He had it restored around 3 years ago and it hasn"t started right sense. it turns over but won"t fire, he thought that the points needed set because that was all new. different people may have messed with it so it may be out of time also.
 
Remove No1 sparkplug near the radiator and bring that piston to TDC on the compression stroke. Then remove your cap on the distributor or mag and see where your rotor is pointing. It should be at the No1 plug tower on the cap. Also your plug wires need to be in this firing order on your cap:

2-1
4-3 As the rotor rotates CW. If you have a distributor you need battery voltage to your coil.
With the points open and your ignition switch on you should have battery voltage on both small terminals on the coil. Use a volt meter. Hal
