Farmall H throttle issues

Been having problems with my H after a carb and distributor rebuild. The tractor's idle is the same regardless of throttle position. I've had the carb off and on so many times thinking i didn't get the governor linked up to the carb correctly. I then took manifold off and put carb on governor shaft to see if the butterfly was moving correctly with the throttle. The butterfly would open when moving throttle to WOT but would stick when moving it back to low. I know the shaft is in the tang correctly so I am at a loss. Do you think my governor needs adjusting? I had no problems with the throttle before it died so I am not sure. Any help would be appreciated. Thanks
 
Loosen the throttle plate on the shaft and close it all the way (loosen the Idle stop screw so it litterally closes against the bore. Now tighten the plate on the shaft and readjust the idle stop. This process places the plate centered in the bore so it has far less tendency to hang. Jim
 
I took off my carb and actually put the old throttle shaft back on. It seemed the new one had to much play in it and the plate rotated smoothly. After firing it up, I get the same thing. It idles well but when I go to WOT the RPMs slow down and eventually stalls. I noticed that the governor shaft seems to have a little slop in it left to right. Not much, but some. Would this indicate that I need to adjust the governor?
 
I have my carb adjusted now after the rebuild and I static timed the distributor. It starts easy now and the idle is good at low throttle. However, I am still experiencing the issues when I pull the throttle back to WOT. The tractor slows and dies. Sometimes I can quickly put the throttle back at low before it dies and it resumes idling. I am 99% sure the governor is connected to the carb correctly. Before I take it off for 50th time I was wondering if anyone else has had this problem and what would I need to do? Any ideas would be great. Thanks.
