I-H 424 power steering leak- out of top of column

A guy called me today with a 424 tractor that is leaking power steering fluid out of the top of the steering column. Is this the shaft seal in the steering valve? I have not looked at it. I was wondering how hard it is to get to, or could there be another problem?

Probably have to remove the steering wheel and be careful
everything is very clean when you replace that seal. Common
replacement part at IH dealer. Replaced one on a 656 and one
on a 574. 656 was easy, the 574 was tough.
 
Thank you guys. I have not seen it yet and did not realize until I looked at the parts diagram that it has hydrostatic steering and that the valve(pump?) is attached to the steering wheel.
