52 H farmall will a stuck break hold up both sides

I have a 52h that i cant move it will just barely rock back an forth not sure if a stuck break would lock both sides up or if the rearend is frozzen up or worse. any helpful thoughts greatly wanted. thank you.
 
If it is cold out I would try slowly opening the drain plug, chances are you might see a block of ice behind that plug. Brakes could lock it up too, or it could be in two gears at once.

How cold is it where you are?? Very likely to be water in the system than is now ice. slowly loosen up the drain plug but not to the point it comes out. You should get to a point you have fluid dripping. If you do not go ahead and take t out but be ready to put it back in fast. If you can take it all the way out and not have fluid poke your finger in and see if you hit cold solid ice
 
No on the brake. One locked up brake will only hold up one side.

Either the tractor is stuck in two gears at once, or the water in the rear end has finally frozen solid.
