sorry didnt read before i posted the washer im talking about is the oil filter ... the cover sits on it....dewy

Not sure I am following you correct, but check to see if there is a second washer/gasket stuck in the oil filter cover base groove.

It is common for the filter base to have an old gasket in it. it will be so hard that it appears to be metal. It will be brittle and the tool of choice is a sharp small screwdriver. and a hammer to crack the old gasket and a dental pick to get it to start out. An ice pick is also useful. Believe in the fact that the groove is 3/16" deep. Two gaskets will be an issue that makes a person gnash their teeth. Jim

i remember that on the first one it was gone i wiped it out good i seen metal,, i will pick at it make sure its metal,,but i think it is ,,,, that washer is so thin like the cover thin, if you coc it at all it pinches out ,,why does the bolt feel like its got a rough spot in it if u keep the cover still ,if you let the cover spin , with bolt kinda threads on to cover.if u keep cover still after tight spot while tighting, bolt kinda pops loose then its easy ancovers more free feelin and will screw in,and theres where u have to make sure your dead ontop of it ,,,seems like it should be deeper in housing, thicker washer something...dewy thanks ya

thanks ya i repleyed above ,,,i will try that jim in morning it would make sense i never found one under it,, i swore i scrubbed metal,,, i will scrub harder an try chopping in morning....somethings wrong its to hard to get right,,,, but istill dont understand the bolt.... dewy

The second gasket is be rock-hard from being in there so long. It will feel like metal, scrape like metal, but it's there and needs to come out.

Don't be afraid to take a small flat screwdriver and small hammer, and try chipping away at it. Usually once you bust through the crust it comes right out.

There should still be some groove left with the gasket installed to guide the filter cover on.
