F20 Fan bearings and felt

Where does the felt(s) go when replacing the roller bearings in an F20 fan? Mine had no felts and both bearings were in pieces. Ordered bearings from The Fordson House and saw they also had felts. Not sure if need one or more or where they go?

ith an empty hub insert two 10392D bearings followed by 1-10398D Fan Felt Retaining washer, then 1-10387D Fan Felt Washer(Felt seal), and finally Fan Felt Retainer 10388D
