Well got it up and running as it should be. Found that the guy had tighten up the cable on the starter due to it loosening up and when he did that a wire got turned just enough to connect to the bypass so he could not shut if off. He also had a poor connection at one of the wires going to the ignition switch so I had to fix that. Took more time finding the short and then finding the wire that came loose when I pulled the ignition switch to see if it had some sort of short or wired wrong
 
Yes it has an alternator on it and a VR. I opened up the VR just o be sure that was not the ignition feed back problem and it was not. The guy was unhooking the battery because of the fuel pump running all the time. It has an electric fuel pump on it
 
At first it had me going till I thought about the fact the batter cable on the solenoid had come loose and figured well the ignition system picks up its power at the same place to looked at things real close and saw what was going on
