why on the farmall m with the wfe, did they put a 5/8 inch plate under the frame so you can"t get to the radiator nuts and you have to beat the fan belt out ,only 1/4 inch opening when the belt is 1 inch wide

Because that widefront was designed for the F20. When they went to add it to the M all the holes were gone so that made the plate to adapt it.
 
Adapter plate was needed when setting the WFE in it's rearward position. If you set the WFE in it's forward position you do not need the plate.
 
There should be plenty of room between the fan and the radiator to remove the belt. No need to remove the radiator.

Something is off on your tractor.
 
I added a wide front end to my Super M several years ago. Two inch and a half holes were drilled under the bolts that hold the radiator on so that the radiator could be removed without removing the front end.
I have used the holes once to remove the radiator and was sure glad they were there.
By the way, a hole saw was used to make the holes and they worked well.
