ignition problems IH 450 12 volt

IH 450tractor 12 volt battery is fully charged when push starter button a little click once or twice then no power to starter try again then the same thing. Help! did change the ignition switch.
 
First you should check the battery terminal connects. Clean them and re-tighten the clamps. Both ends of both cables.

I have started my 400 by going across two terminals of the solenoid, with a screw driver. Which is bypassing the solenoid. Is the solenoid grounded really well against the starter housing? Maybe that does not matter, but quite a few problems are created by a poor ground in the system.

So you are saying that the starter engages but only clicks?

If so it would have to be a current delivery issue to the starter. If it made no noise at all or failed to start when spun it could be that the 2 small lead wires on the selinod are in the wrong position. I have done that myself when in a hurry and then stood back for a while and went what's wrong. I am not sure if this will help you or not.

Use a jumper cable as a connection paralleling the lead to the starter switch. If it then starts, the issue is the cable. Many times the cable is internally corroded. It should also be possible to find a hot connection or warm wire if a connection is bad.
Hook a test light to the connection going into the side of the starter. If it lights when the key is turned to start, the issue might be in the starter.

Are you verifying with a tester of some kind that there is no voltage to the starter? My 12 volt 400 farmall system acted just as you described it would only click with a brand new optima battery installed until I loosened the starter bolts and I discovered that the starter was stuck against the flywheel. Common farmall problem. If it is stuck once you loosen the bolts enough you should hear a snap as the starter gear retracts. Fixed mine.
