560 hydraulic problems

I have a 560 diesel I have change the hydraulic oil two times and I have change the oil filter four times I have a new 17gpm hydraulic pump and new power steering pump in it and I still have no power steering and the hydraulics are still sluggish
 
I can tell you that you wasted a lot of money on oil and filters for nothing. Hopefully you caught the second change of oil in clean containers so you can re-use it, because there was nothing wrong with it.

If the oil is wet and slippery it's not the cause of your problems. It can be contaminated to the nines with water and it will still work as hydraulic oil. I have no idea what hydraulic oil could possibly be contaminated with that would make it not be pumpable and not work as hydraulic fluid.

Power steering is probably air in the lines, and should kick in after you turn the wheels from lock to lock several times.

Main hydraulics being sluggish, what are you trying to run? A loader with large cylinders will be "sluggish" but there's nothing wrong.

See if you can find someone with a pressure gauge, and/or possibly a flow rater to see what you've got.

Does the tractor make "hydraulic-y" noses just sitting there idling? All you should hear is the engine, no whines or squeals. The engine shouldn't labor when it's just sitting there.
 
Too late now, but you should never put a 17 gal pump in a 560. Too much oil coming through the filter (causes cavitation) with that and power steering pump which is about a 5 gal pump that is flow controlled down to about 3.5 gal to power steering. Totals about 22 gal per min at rated speed.And that is also too much for the design of those valves. Creates too much back pressure. Did you install a new suction tube and get the seal on it positioned correctly so it does not suck air. Is the hydraulic system operating on a low by pass pressure under 1020 psi with valves in neutral. Are all outlets weak or maybe just one that is directed through an optional check valve. Are the couplers restricting the flow. Power steering could be many things in steering unit. I would unhook return line from steering as check flow when not steering and when steering. If it is leaking through steering mechanism the flow will stay almost identical. If you have poor flow from pump it will change to much less flow when trying to steer. Too many variables to give an intelligent answer from here.
