With the steering wheel all the way in one direction, a quarter turn is necessary before the steering arm begins to move. All the play is in the steering box.
 
There are 5 places where the system can be worn.
In the bearing at the end of the shaft going into the box. This ball bearing is responsible for holding the shaft on its axis. When rotating the steering wheel (that 1/4 turn) the shaft must not move in and out of the box at all. Put a mark on it to see if it is that bearing then turn the wheel. The mark should go around not in and out as it goes around. The bearing cap nust be tight to assure this is correct.
The worm and sector gears can be worn. If they are there will be play no matter what else happens. New or good used gears are required to fix it.
The sector gear can be loose on its shaft. Key way I think.
The sector shaft can be loose in its upper and lower bushings. New bushings and possible new shaft to get clearance at .0015 to .001" if possible.
The steering arm can be loose on the sector shaft.
Some have a woodruff key, some are a tapered square shaft. Remaking the key pocket, and the arm slot to fit a larger key is a good fix.
Ball joints and tierods need to be looked at, but I assume it is not that. I hope this helps. Jim
