IH 706 3 point hitch

My remote hydraulic just stopped working and I thought it might need the valve rebuilt but the three point hitch will not go down. Brakes, steering and PTO all work. What would keep the 3 point hitch from lowering?

The 706 hitch is sequential. In other words, it has first choice for hydraulic oil from pump. If the spool in hitch valve sticks in raise position the hitch will be fully to the top, cannot be raised any more even manually and you will have no fluid to aux valves. This used to happen quite a bit when they were new. I would take third arm, cover off rear and reach in and push the drop check valve actuating pin in and lower hitch. Then they would usually snap back into working order. Some had to be taken apart though and polished for free movement. Also, the engine will labor with hitch all the way up as it is still trying to go higher. You can put position control lever all the way down into action control and that will release the pressure on pump, but won't let hitch down.
 
This makes a lot of sense but I have the plate off and have a shop manual but when looking in I don"t see much to move. On the right is sensor arm coming up from the rock shaft. I see a spring. Am going back for a second look. Should it respond to my pushing or do I need tools?

Really difficult to explain what to do . If you look up at the valve itself and see where the linkage actually pulls the valve to rear when moving position lever to the rear, I think you will find that it at this time has no tension on it due to stuck spool. Spring inside valve pulls it back forward. If you just push on the center pin the hitch should go down. Been many years though since I had to do that so not a good description of what to do.
 
Stupid question...

Do you have the draft control lever all the way forward, down in the "RUN" section?
 
Not a stupid question but I do have the lever down. Not sure where to put the draft control lever but have tried it up and down.
