if it releases when you kill the engine, it"s in the power brake valve- first thing is to adjust the linkage, make sure the spool retracts fully when the pedal is against the platform. if not, pull the cover and have a look see. return springs could be toast, something could be jammed, self adjusters out of whack, it"s not complicated, just got to see what"s there.
 
Well my guess would be that your return springs are shot and she is packed full of brake dust and junk , or the isolator plate broke and got wedged . As for the brake valve screwing up i doubt that is the problem . Get your 9/16ths socket out and your 15/16 socket out and a 5/8ths wrench and take it apart . Maybe one of the adjusters is messde up and allowed the brake piston to get cocked and it is stuck . In other words look at the brake and leave the brake valve alone .
