H Governor Throttle Linkage

Today I rebuilt the carb on my H. After I reassembled it on the manifold, the tractor started easily, but the throttle would not change engine speed. When I inserted the governor rod tang into the carb throttle shaft bushing, the slot for the tang was positioned at about 9 o-clock when looking into the carb. I am thinking that the orientation of the tang is incorrect. Can you give me some advice how to correct this problem?
 
What you need to do is make sure that the tang goes into the slot in the thing on the throttle shaft. Not sure on my terminology here but it is not terribly hard to do. You just have to stick your eyeball as close to the shaft from the governor as possible and you can see if the connection is made as you slide it together.
