856 hydraulic problems

This afternoon, I pulled the top link casting from the back of the tractor, and found the sensing arms in the proper position with relation to each other. At that point I started the tractor up, and found a large volume of oil coming down from the top cover. It is coming down from an area where it flows directly onto the two sensing arms where they meet. Would this be the discharge area of the relief valve if it were stuck open?

There's a good possibility that the draft control valve bolts have loosened and caused a massive leak.
