governor or throttle spring?

Super c. My throttle will not stay in the wide open position.
When I bring it up to wide open it will push itself back down
to the halfway point. Would this be in the spring for the
throttle lever up top, or could this be the governor linkage or
the governor itself? Nothing seems obvious visually.

Check the teeth on the handle/quadrant.Mine did that.the teeth were worn smooth.Replaced it with a new assembly.It now works perfectly.

I will have to look at that. Looks like ebay has the assemblies 60 bucks in state.
