When this tractor is cold its a bear to start. I have to use my hand to choke it, regular choking does not get it done. After it starts and warms a little it starts well. No intake leaks fuel and fire are real good. I am leaning toward a tight valve or two. I have never been around a farmall that started this hard..
 
Not really a cure for the real problem, but you could try putting a block heater on it. Also, make sure that your engine oil and the oil in your oil bath filter is appropriate for the temp in your area. Good luck.
 
If the choke plate is centered in the intake bore, it should be as ffective as your hand. A caeful look inside might show the issue. The screws have been known to unscrew. There might be a spring loaded valve in the plate as well which needs to be held against its hole. Also make sure the choke rod or cable is making full movement. Jim
 
If it happens to have that spring loaded , unloading valve in the choke plate, I solder them shut. That thing will let enough air in to not choke properly with a cold slow turning engine.
 
I would think it is a lean mixture, the valves will get tighter as the push rods warm up and expand.
