I have a 450 gas, that has some govenor issues,it doesn't return to
idle like it should after speeding it up, I've been told it is probably
just wear, that makes sense. I am wondering how hard it is to
freshen up the govenor, or if parts are avaliable, or if there is any
one who does this kind of work. I also would like to know if the
hydraulic valve will interchange from a 350 to a 450, both were row
crop,the 450 has power steering don't know about the 350. Thanks

Hydraulic valves are same, excluding the inner most valve on tractor with power steering and of course the flow divider valve block. Assuming factory power steering.

Far as governor, all external linkages must be in good enough condition so internal high and low stop can be reached with throttle lever. Then you would have to go for internal thrust bearing and link between gov and carb condition. Worn out weights or weak spring will cause poor response to load but not affect making it idle down slow. Loose worn throttle shaft and bushing in carb also.
 
Before you tear into the governor, first check the the linkage is properly synchronized (adjusted) to the carb throttle shaft:

Remove the cover from the governor riser (the sloped cover with a vent tube heading up to the head). Remove the cotter pin then the pivot pin from the bellcrank inside the riser. Set the governor hand lever to max speed, then pull up on both the adjusting block and the throttle shaft bellcrank as far as they will go. Now while holding the parts up, try to reinsert the pivot pin - it should slide in easily.

If it does not, loosen the locknut and turn the adjusting block up or down on the threads until the pin slides in easily. The governor will now be synchronized with the carburetor.
