I am looking for the most cost effective means of getting my Farmall M Trojan Grader up and running. When the previous owner bought it about 4 or 5 years ago, the engine was stuck, so he took it apart, but never put it back together. I'm supposed to have all the parts, but it has been sitting for the past several years with little or no cover on the engine, so everything has a pretty good layer of rust, which leads to my question. Would it be more cost effective to take the time to clean this engine up and put it all back together or just buy a good engine and replace it? If I were to buy a good engine, what is an approximate price I could expect to pay for it?

I just saw an engine yesterday for $650. You should be able to find a whole tractor that you could use as a donor for between $500 and $1000.
Remove the engine , sell some parts and scrap the rest. Heck you might even come out a few bucks ahead.
 
If the engine is fully apart, including everything but the sleeves and crankshaft, putting it back together would be pointless without finding out why it was torn down. Feel the cylinder ridge. (top of the ring travel area of the cylinders. If that ridge can be easily snagged with your fingernail, the engine needs new sleeves. If you see rust on the bearing journals, and that rust would require more than a light polish with 400 grit paper, the engine will need to be taken out of the frame and rebuilt, (the crank will not come out with the block installed in the grader). If you are a mechanic, or clearly understand what I just said and are adventurous, Go for it.
A cleanup of surface rust (no pits) and no ridge, with a set of rings and gaskets and a valve job is going to be in the 5 to 6 hundred area with your labor. If requiring a rebuild out of frame, the cost will be more like 1500 for parts and require dramatically more tools. If non of these are options, a usable guaranteed engine, or one you have seen run in a doner tractor, and does not smoke with good oil pressure, would be in the 800 to 1000 arena. A fresh rebuilt engine from someone will be in the area of 2000.
Old tractors are a dependent you cannot claim unless they can work for you. Graders are fun to operate, but take up dramatic space, and are not great snow plows. Jim
