Just had the carb rebuilt on my M and it still wont idle down.Was having the same problem with it before we had the carb rebuilt.Could it be something in the govenor.Idles about 3/4 open tried adjusting the idle screw but it makes no difference.
 
There is an adjustment in the govenors for idle and upper RPM. Just take the cover off and it will be easy to see what you have. On the carb make sure the litle tab from the govenors to the carb is in the slot or you only get one speed - fast.
 
You missed!!Real common mistake.There is a tang and a 'fork' at the carb to governor linkage that must be aligned.Remove the carb and MAKE SURE that is lined up
 
The governor high idle and low idles set screws have to touch their stops when in full throttle and low idle positions. That is the first place to look. If you missed the tab on carb it would run wild if you missed it underneath tab or if you miss in over top you might not even know it until you tried to use tractor to pull a load as the carburetor butterfly would only open about a third. The link between carb and gov has to be free, and is to be adjusted for free pin with throttle wide open and linkage held up for fully open carb butterfly.
 
One thing Pete did not touch on here is the gov. spring , remove the cover plate on the side of the gov. and see if the spring is setting in big holes and is flopping around in the two arms of the linkage. There is suppose to be bushing in those arms and the spring should not flop around . You can not just go out and buy new ones ya have to make up the bushing . I have done a bunch of them . Makes a huge difference in the way the gov. works.

Please excuse my ignorance, as I have never had to remove the side cover off my M's governor, but maybe some day I will have to, so will there be much or any oil spillage when removing the cover? I am assuming there is oil flow going through the governor when engine is running.

The governor is lubed with a "splash" system. Basically, oil is slung into the governor from the drive gears in the front of the engine. It gets just enough oil to keep it properly lubricated, and then the oil just drains out and back into the engine. If you remove the cover, there may be a drop or two of oil that will escape, but not much more. You can even start the engine with the cover removed and not lose much oil, but it will be somewhat messy.
 

That's a very good answer Mr. T. Thanks for clearing that up for me. Now I know what to expect if ever I need to fine tune (tweak) my gov.
