F-20 govener sticking nebraska cowman and others

Bought f-20 sat for years was rebuilt then owner died. carb was just rebuilt. part of linkage was stuck on left side.Got that freed up now. tractor runs well except for govenor not responding. With cover plate on left can change engine rpm with out binding . I have never worked on f series govenor. What should I look for? Thanks Bill
 
I had the same problem with my regular with a updated gov.I didnt have to take it apart,I somehow seperated it or exposed the insides enough to see the gov.weights and took a bar and put it against the weights where they slide and gave it a hard holt with a large hammer.It poped loose fairly easy

If you take the top off the govenor where the oil fill is you can see most of the weights as James said below. Spray with PB and keep working it till it frees up. oldiron29
 
The sticking would also be in the linkage. Take the cover at the elbow/bend and make sure it is free. Squirt some oil in both directions.
