I have nuts on each end of rocker arms should they be there or take them off and install valve cover? valve cover secures each end of rocker arms right? thanks
 
Are you putting it on backwards give it a half turn the nuts on the rockshaft hold down the rocker assy. Other hold the cover in place.
 
gene,uncle thanks for help, cover turned right to clear oil spout under cover , seems nuts on rocker stops cover from sealing on gasket,would thinner nuts on rocker work to allow cover to seal on gasket?

I don't think he means how much bolt sticks out of the valve cover as much as he means the valve cover is not seating on its gasket.
 
john b is right , if I take the nuts off the rocker brackets then the cover will snug down on gasket. thanks to all.what am I doing wrong/
 
I dont see why the cover wont fit all the way down. Have you changed the rockshaft assy or what did you do thatnow the tappet cover will not go down to the gasket. Ive had tons of them apart and never any problems with the cover not fitting you are sure its not on backwards as thats the only way i can think of why it will not go down to the gasket.
