IH 350 question

My buddie has a 350 Utility up on blocks for a tire change. He said that the wheels spin free even with the transmission in gear. Neither he nor I have any experience with TA"s. Is this related to the TA? The tractor functioned normally before he jacked it up.

Normal if one wheel turns the opposite way of the one being turned. Due to the differential.
If the t/a is engaged they can both turn the same direction.

TA back, in any forward gear the tires can both turn forward (you would need to turn them both forward at the same time) in reverse, the tires can be rotated rearward (again putting effort into both)
with TA ahead in any forward gear, or reverse, one will rotate forward and one rearward.
