BRAKE PEDAL SHAFT ( Farmall M )

You are trying to take it out? The brake pedal won't move on the shaft? The shaft is stuck in the housing and won't operate the other brake?
 
The right pedal is rusted to the shaft. It is supposed to rotate freely.
The left pedal turns the shaft in the tractor housing (it is rusted tight in the housing). On the left side the shaft rotates the lever actuating the brake linkage.
I would use PB Blaster on the shaft at every location in the linkage.
I would use a brass hammer or drift punch with at least 5/8 diameter to pound axially on the shaft. first one side then the other. Wait a day (more PB Blaster) and pound some more. Heat is OK but heating the shaft doesn't help the housing expand.
Having someone push on the pedal at the same time it starts to move is a good idea. When it begins to move, work that movement, don't try to take it all the way in one direction. Jim
