I am looking at a H on Craigslist. It has a lever mounted on drawbar that has action on the swinging drawbar. That is to say the operator can reach back to his right and move lever and that will move the swing drawbar either way and then lock it. What is this used for?

It is called a side Hill attachment it is used to place the plow in the correct location as the plow and tractor are used for contour plowing on hillsides. (the curves and downhill forces need the adjustment to maintain accurate tracking. Jim

It is called a sidehill hitch. It is used to shift the plow up or down so you get a full furrow cut with the plow bottom on each round.

It is a fairly in-demand setup if it is complete (and you do not want it). I sold one for $75 or so a year ago.
