MD Carb Question

I got a used replacement carb for an MD I have been working on. I took it apart and cleaned it up and noticed that the opening where the drain tube connects appeared plugged so I cleaned it out. I then started thinking and took the old one apart and it was the same way. I then looked online at the case/IH parts breakdown and it shows something called "drip hole filler". Can anyone tell me what the purpose of this is? It seems like if you are going to plug it that you would not need the tube. The real question is whether I should leave it out or replace the filler? Thanks for your help
 
Similar to the drip plug in bottom of most gasoline engine updraft carburetors. Piece of felt will work. That tube is open to atmosphere so is possible to suck dirt up into carb and engine, not likely, but possible.
