After numerous attempts to start 49 M starter will not turn motor over anymore. I checked battery it is fully charged what is my problem?

Could be locked up against the fly wheel. If you try to turn the engine by hand and it won't move thats the problem. You'll have to remove the starter bolts and pull the start out, then reinstall. It happens on the old tractors when the ring gear gets damaged from use.

Assuming the removal and reinstall worked, a new style starter drive is available Here on this site, and other places that assist in making them work correctly. If the ring gear has even 50% of the worst teeth remaining it can be a near permanent solution. If the starter still fails to turn the engine, feel the cables and connections any heat detected is a place to fix. The cables are often replaced with 4 gauge auto cables. they will result in slow spinning and loss of power to the starter. Using 00gauge cabled (truck repair, welding cables, or NAPA, with soldered on terminals work wonders for an M. Jim

I would refresh the starter then make sure replace with new 1ga cables can sure make a difference also check the starter sw it could also be faulty. What reading with a battery hydrometer do the cells show. With everything in shape 6v will sure start the M.

My starter used to really d-r-a-g, until I ran the battery ground strap directly over to the starter, and bolted right it to the starter mounting bolt. She realy spins now!

As a general rule, if an M isn't running after 30 seconds of cranking, it's not going to run. You need to stop, assess the situation, make adjustments, and try again.

How well was it cranking over before? Your problem right along here may very well be bad battery cable connections.

These tractors didn't turn over real fast on 6V from the get-go, but if all you were getting is an "rrrrrrrrrrrrr-WOW-rrrrrrrrrrrrrrr-WOW," then you've found your whole problem.

It should sound more like, "WOW, WOW, WOW, WOW, WOW."

That has certainly worked for me as well along with the 00 soldered terminal battery cables on my 6 volt tractors, Hal.

My 350U has been converted to 12Volt and, once it starts spinning, it starts pretty good. However you described the problem I've had for a while now...having to pull the starter, allow the spur gear to retract, then reinstall and hope for the best. A real pain. Would chamferring the spur gear teeth a little more help guide them into the flywheel more reliably?
