farmall C engine surging

Last spring I did some work on the tractor. I installed a new valve cover gasket after adjusting the valves per the manual"s procedure.

I rebuilt the carburetor (Carter UT) and installed a new throttle shaft, seals, gaskets, float needle. I adjusted the float level carefully to the specifications. I replaced the fuel line and sediment bowl. I replaced the short hose from the air cleaner to the carb.

When putting the carb back on the tractor, the governor rod would not go through the hole in the throttle shaft. The rod was 1/4" diameter so I grabbed a drill to open it up to 17/64" but the drill index at home is laid out differently than my index at work. I grabbed the wrong drill and opened the hole up to 9/32". Now the tractor surges badly at startup and also when placed under a sudden heavy load when mowing. It will also surge when the throttle is opened up quickly...something that it never did before.

I"m thinking a new throttle shaft is in the works with a much more closely sized hole for the governor rod.

Also, on that surge adjustment, take the screw out and look at the spring as they are very often broken. Tons of carburetors running around with more play in that hole than you have but make sure it is not binding.
 
Is the new shaft binding? Any binding in the linkage or throttle shaft will cause your problem, you might also try a slightly richer mixture. Sometimes lean mixture will result in surging.
