I have used 1/4" bolts with a long shank. Had to slightly drill out the holes to make the bolts fit. It did improve things, but there has to be a better way because I didn't get the results I was hoping for.

you got it, drill out the pins and install new ones. A friend of mine actually replaced his with bolts and lock nuts instead of pins. Its been together for 6 years plus.

A new spring will make things more snappy as well. Helps the majority of sluggish units. Also check
your bearings, they can wear as well, not as common
though.

Also check the thruster bearing assembly to make sure it is sliding horizontally but not wiggling on the shaft. Cost me $65 in 1999 for a new one.

What I found and did to mine.
with the governor out of the housing and put together a little you will see where the weights ride on a washer. the weighs can get flat there and keep them from moving smoothly also the washer may have worn places, if it hasn't already been turned (worn places both sides) put the smooth side toward the weights. On the weights where they contact the washer, carefully (slowly) grind it back to a rounded shape. I picked up grade eight bolts and used them for pins on the weights, had to grind the nuts off a little to get it back together. This has been working for me for several years now. Next time I find the washer worn I intend to replace it with a grade eight washer. I think that washer is like bearing material (hard) a grade eight may not be that hard. I thought one time I would try to run some metal on the weights before I try shaping them but I will probably have to get my grandson to do that now.
