706 won't steer, hydraulic issues

I just got a Farmall 706 running after a few years of sitting. It has a loader and blade on it, they are slow to raise and when I turn the steering wheel the front wheels don't turn at all. It was low on fluid, but I topped it off now, it didn't help at all. Any ideas as to what could be going on here?
 
I was having the same problem have you checked the screen on the end of the hydraulic filter and changed the filter. I'm having problems with mine stopping up and after I clean it everything goes back to working.
 
Keep turning the wheel and get the system primed. If the MCV pump is weak, it sometimes helps to turn the wheel keeping pressure on the system and then pump the brakes. Many times it will be necessary to remove the 5/8" plug on the side of the MCV valve plate and then put a little air pressure in the fill tube. Be ready to shut it down, it will make a mess once it starts to pump again. Replace plug, start it up and hopefully your good to go.
If it keeps doing it, replace the MCV or look up "tractor vet"'s previous discussions on MCV pumps.
 
IF everything is slow first replace the hdy. filter Then fill to the full mark then add and extra three to five gallon. Start the tractor and run the engine at 1800 to 2000 rpm and turn the steering wheel to the left and keep turning it . This SHOULD get it to pick up prime , and pumping the brakes will do nothing . Since i can not see the tractor i have no idea what is going on .Ya ya can pull the 5/8th plug out off the back of the MCV but if it does pick up prime your going to need a few bags of floor dry . You can pressurize the rearend with compressed air thru thew fill tube BUT here again you can end up with one hello of a Hy Tran rain storm when you release the pressure , Don't ask how i know that.
