Starter not engaging fly wheel

I wwent to work on my uncle tractor and the starter seems to not be engaging the flywheel. The starter will spin and move the bendex gear. When installed it seems as if it is just hitting the flywheel but not engaging the teeth. The teeth on both had some wear but not so much that it looked like they shouldn't mesh. Anyone have some ideas for help? Thanks in advance.

The starter MAY be spinning the bendix out, but if the bendix is shelled out on the inside, it will never turn the engine over. Also, that bendix can look very good on the outside, but still be junk.
 
Oh Boy, just what I have been fiddlin with on my Farmall Super A. After switching starters and prior imaginitive solutions that didn't work the bottom line is
the on loader(mine has a front end loader) has to come off, the tractor has to be split and a new ring gear(IH calls it a Slewing Ring)installed with the bevel side towards the bendix. Don't waste your time with a used ring gear or reversing the ring gear. This is contingent on being sure the starter Bendix gear being good which others have advised.
 
I have had the same issue on several Farmall SC's and my latest 54SH. Ring gears are perfect to not in the greatest shape. I have the starters rebuilt with the newer clutch type throw out 1st. My rebuilder refers to them as the "12v conversion starter rebuild". The newer type doesn't hit as hard on 12v as the old spring type. This has worked every time! I will replace the ring gears when I have to split the tractor.

Have the starter checked or rebuilt before you split the tractor.
